There are three questions about Europe that must be asked.  First, why was it Europe rather than some other region at some other time that created the first global system and its magnificent culture?  Second, how was it possible that Europe destroyed itself in 31 years of extraordinary barbarism?  Third, has the thirty-one years initiated a new epoch of European exceptionalism in which both empire and horror have been banished?  Understanding the answers to the first two questions allows us to try to answer the last and most important question. Europe remains one of the foundations of global civilization, and the answer to this question affects the entire world.  Unfortunately, it is not clear that Europe has reached an exceptional state, nor that it has transcended its history.  The events that are unfolding today point toward the resurrection of European nationalism and division, and with it, the very real possibility of conflict. Europe’s history is not simply one of a magnificent rise, a brutish collapse and redemption.  The redemption is troubled.
